Usvajanje mjera za zaštitu ranjivih osoba trebao bi biti središnji cilj odgovora javnog zdravstva na COVID-19. Primjerice, starački domovi trebali bi koristiti osoblje sa stečenim imunitetom i provoditi česta PCR testiranja ostalog osoblja i svih posjetitelja.
