BANJA LUKA, Bosnia-Herzegovina (AP)--Bosnian Serb authorities launched a public campaign Tuesday in which they called on citizens for the first time to help locate fugitive war crimes suspects.
Billboards will be put up throughout the Bosnian Serb part of the country displaying a list of names of fugitives who have been wanted for years by the U.N. war crimes tribunal in The Hague, Netherlands, with a telephone number to call to offer information about them.
A short video spot will run on the three most watched Bosnian Serb TV stations, showing images of the most wanted suspects at large, starting with former Bosnian Serb leader Radovan Karadzic, followed by the image of general Ratko Mladic and others with a commentary saying: "Either they go to The Hague or we go to hell."
Karadzic and Mladic were indicted by the tribunal in 1995 for genocide and crimes against humanity committed during the 1992-95 war.
The campaign called "Us or them" is aimed at "informing the public about the necessity for Bosnian Serbs to fulfill their international obligations toward The Hague," said Jovan Spajic, a Bosnian Serb government official in charge of the campaign.
Bosnian Serbs are under huge international pressure to hand over all war crimes suspects apparently hiding on their territory. If they don't do so by next month, the country might face a third, crucial rejection to join North Atlantic Treaty Organization's Partnership for Peace program.
The European Union has set the same condition for starting negotiations about membership.
NATO will consider Bosnia 's application for the program, seen as a first step to join the alliance, in April. Usually, if a country is rejected three times, NATO stops inviting it to be a member.
Bosnia 's top international official, Paddy Ashdown, threatened the Bosnian Serbs with further sanctions if this happens. Bosnia-Herzegovina consists of two mini-states, the Bosnian Serb republic and a Muslim Croat federation.
The federation delivered all of the suspects the tribunal asked for but the Bosnian Serbs have not arrested any and have managed to persuade only four suspects to surrender voluntarily to the tribunal.
Ashdown has the power to fire obstructive local politicians but also to rearrange local institutions and laws. He has previously used his powers in various ways to punish the Bosnian Serbs for their non-cooperation with the tribunal.
