Bosmal clinches RM17b Bosnia highway project

BOSMAL d.o.o., a Bosnia-Malaysian joint venture, has been awarded a RM17 billion highway project that will help integrate further the former war-torn country with its European neighbours.
The 330km Corridor 5C is part of the Trans-European Network, which passes through Central and Eastern Europe.
The highway will shorten travel time from Ploce Port on the coast of Croatia to the River Sava on the North East of Bosnia-Herzegovina from the current six to seven hours down to only three hours.
“The feasibility study has been completed, and work on the project should start in 2006. We are finalising the financing with several American and European banks,” Bosmal chairman Datuk Hassan Jamaludin told Business Times.
The highway will be constructed using a design, build, finance, operate and transfer system. If successful, Bosmal will collect toll from the 5C highway for 40 years.
“The project will absorb enormous inputs in terms of money, labour, material, and equipment, and could jump-start the entire economy of the country,” he added.
Bosmal is also looking for suitable government-linked companies (GLCs) interested to participate in this project as managers or strategic partners, Hassan said.
The highway should be completed in five years. About 70 per cent of it will comprise tunnels and bridges across the Southern Alps. One of the longest tunnels will stretch some 6.7 km.
The highway will integrate the war-torn region and greatly benefit efforts by the international community to bring Bosnia-Herzegovina closer to European integration.
The low-profile Hassan, who set up Bosmal with his local partners in 1998, secured the project by submitting a proposal to Bosnia-Herzegovina’s Council of Ministers, or Cabinet, in June 2003.
“What attracted them to our proposal, I believe, is that 70 per cent of the contractors we use will be locals, and comprising Serbs, Croats and Bosniaks.
“We have already shortlisted 150 local contractors for the project. Where we cannot source equipment or expertise locally we will source from outside, such as the US and Austria,” Hassan said.
Meanwhile, Bosmal’s maiden project in Bosnia-Herzegovina, the Bosmal City Center (BCC) in Sarajevo’s Hrasno district, is nearing completion.
At 118m, BCC is the tallest building in the Balkans.
The overall investment in BCC is RM320 million, while expected sales are about RM571 million. Over 65 companies with more than 3,500 workers were involved in its construction.
In Bosnia-Herzegovina, developers work under a build-and-sell concept, where projects must be completed before they can be sold.
“We expect the international community, rich Bosniaks, diplomats and overseas buyers to take up the units,” Hassan said.
Bank Islam Malaysia Bhd (BIMB), via its offshore subsidiary in Labuan, has been a strong supporter of Bosmal’s BCC project, providing the bulk or about RM207 million in initial funding. Another RM87 million came from European banks.
Hassan said BIMB has also agreed to provide certain additional financing to complete the project.
“Financially, we are very strong with expected sales far exceeding the amount invested,” he added.
A May 27 2005 valuation by London-based valuers Knight Frank LLP, commissioned by BIMB ahead of the additional funding, had put BCC’s current value at RM354 million
