Geopolitics of the Balkans after Trump

Donald Trump’s victory upended the predictable anti-Russian focus of Hillary Clinton’s foreign policy, which would have featured a strong presence in the Balkans to preserve her husband’s legacy and push the remaining states into the EU and NATO. If Trump’s presumed isolationist stance and conciliatory tone with Moscow come to fruition, the U.S. will almost certainly cease to be a major player in the western Balkans, leaving a precarious power balance between Turkey, Russia, Germany and the United Kingdom.

In the short term, such an outcome is likely to strengthen Serb nationalists and pro-Russian politicians, while the Muslims of the region will now be completely reliant on Turkish support.

Putin has in recent years awoken Russian and Serbian dreams of a pan-Slavic link between the two states. In Serbian President Milorad Dodik, Putin sees an agent of chaos who he has accordingly emboldened with his support. Conversely, Serbian Prime Minister Aleksander Vučić had publicly fallen in line with EU and U.S. demands in opposing the recent Dodik-led referendum on a National Day of the Serbian Republic, designed to weaken Bosnia’s already dysfunctional constitutional order and central government with the aim of holding a referendum on secession in 2018. Putin’s objectives have centered on expanding and protecting Russia’s sphere of influence and international status, while also fermenting problems on Europe’s periphery. While Putin might privately support Serbia’s EU membership for the opportunity to have a Trojan horse with veto power to block anti-Russian moves, he will fight against any more Yugoslav republics joining NATO.

However, Russian interests and its presence in the Balkans have largely been ad hoc and superficial, limited to political support – such as the July 2015 U.N. Security Resolution veto over Srebrenica – without extensive investment, economic ties or military cooperation due to location. The possibility exists, however small, for Ankara to exploit its improved relations with Moscow to bring about an agreement over influence and stability, beginning with the withdrawal of support for Dodik. Naturally, concessions will be expected elsewhere.

The impact on British and German foreign policy will be significant. The U.K. has had strong ties with Belgrade and demonstrated a pro-Serbian bias since the Great Eastern Crisis of 1875-78, with both London and Berlin taking turns in exercising influence in Serbia, between the Berlin-leaning Obrenović dynasty and the London-leaning Karađorđević line. Support for the 2015 UNSC Resolution over Srebrenica should partially be viewed as a British attempt to reassert influence over Belgrade, at Berlin’s expense.

British support for Milošević’s attempt to preserve Yugoslavia in the early 1990s, with more centralized power in Belgrade, was grounded in the U.K.’s desire to maintain a strong, unified Yugoslavia. Such a state would act as a bulwark to a then newly unified Germany. Berlin’s historic influence over Slovenia and Croatia would be diminished, while a strong Yugoslavia would act as an additional check across the continent.

Britain initially led from the back by blocking the German and Austrian push for Slovenian and Croatian independence recognition, making it clear that intervention would not occur and ultimately implementing a containment strategy. Helped by Washington’s willingness to defer to Britain’s judgement, the U.K. eventually took the initiative by leading peace negotiations, gaining French support, and pushing through a U.N. arms embargo, which guaranteed Serbia’s continued military dominance.

The end of the Cold War, like Brexit, threatened Britain’s place on the world stage, with its geopolitical status set to become commensurate with its economic performance. Britain now finds itself on the fringes of decision-making, with the “special relationship” between the U.S. and the U.K. already under threat. Its yearlong anti-Russian focus, in preparation for a Clinton presidency, has been upended, and Britain will now have to scramble to preserve its role as the trans-Atlantic link and most useful American ally.

Britain will seek to secure Washington’s support for NATO, where London exercises disproportionate influence, and follow through on Theresa May’s promise to play a leading role in EU affairs, especially foreign policy. They will pursue continued French support for anti-Russian initiatives across Europe and the Balkans, which also serve to distance Paris from Berlin, in turn, neutralizing German leadership. The U.K. will see its close ties to Belgrade as vital for re-establishing British influence in the Balkans to preserve its diminishing stature.

As U.S. president-elect Donald Trump begins to formulate his Middle East foreign policy, he will be wise to assess what areas of the world have become strategically important to America’s ally, Israel. One of those areas is the Balkans region.

Israel has strong diplomatic and security cooperation with Balkan states, sharing mutual threats such as the rise of radical Islam. The Balkans route is a path for arms, drug smuggling, and human trafficking. It has also been traveled by tens of thousands of Middle East migrants hoping for a better life in Europe. Some migrants have been radicalized fighting in Syria, Iraq, and Afghanistan, and in other regional conflicts. They are considered security threats as they infiltrate Western societies.

In the Balkans, there is growing appreciation for Israel, along with special understanding of Israel’s security concerns in a turbulent Middle East, surrounded by certain state and non-state actors that do not want the Jewish nation to exist.

Israel values countries that share its political concerns especially those who are members of the EU and NATO. Israeli officials view these two organizations as strategically important for Middle East stability. Israel supports the participation of close allies in the Balkans that have joined the EU, and are joining NATO as member states.

Albania is a NATO member. Montenegro hopes to join in 2017, recently entering into another phase in accession talks with NATO. Montenegro hosted a large-scale military drill to test NATO’s abilities to act effectively in future natural disasters. Israel sent rescue and recovery teams to the country, along with military and diplomatic attaches, and was able to participate in the defense exercises. Israel’s recent reconciliation agreement with Turkey signaled a willingness for Israeli participation, after six years of being blocked by Turkish officials.



Israel is involved in strategic partnerships in the Balkans despite the fact that some Balkan states are aligned with countries like Iran, which Israeli officials clearly oppose. Israel’s Foreign Ministry is aware of both Saudi Arabia and Turkey’s influence in the region. Therefore, Israel collaborates with Balkan countries at the highest levels of security and intelligence.

One country that is becoming a more serious player in the Middle East and wants a closer relationship with the Balkans is Russia. Prime Minister Vladimir Putin, who has had cold relations with the outgoing Obama Administration, did not like U.S. attempts to strengthen NATO’s defense capabilities in Europe. Putin sees NATO as a threat to Russia’s military aspirations in the former Soviet Union, in the Middle East, and in parts of Europe. NATO forces could act to constrain Russian aggression in the future. Reportedly, Russia may have tried to interfere this month in Montenegro’s parliamentary elections, hoping to stop the nation’s increased involvement in NATO.

The Balkans are becoming a growing focus for both the West and Russia for strengthening political, diplomatic, and security objectives. As Russia has filled the Obama leadership vacuum in the Middle East, Putin in his reach for further hegemonic interests, views the Balkans as a region strategically important to him. Historically, Balkan states were once closer to the former Soviet Union.

As one diplomat described to this writer, the moment you have big players such as Turkey, Saudi Arabia, and Iran playing in this field, there is good reason for the Russians to be interested, as well. From Russia’s viewpoint, just like the Turks, it is in their scope of potential regional dominance.

The biggest country of the Balkans today is Serbia, which in the past had close relations with Russia. Until now, some of the high officials in Serbia are more aligned with Russia’s strategic interests in the region than the EU. Historically, it was NATO that bombed Serbia, not Russia. The Serbs remember it very well. In Serbia, the prime minister is pro-Western, and the president is pro-Russian. This contributes to political uncertainty in the region.

Still a divergent issue in the Balkans is Kosovo’s strive for independence. There is strong U.S. support for it. Russia is strongly against it. And, certain UN countries are stopping Kosovo from achieving independence.

Israel’s position on Kosovo is based on how it views its own conflict with the Palestinians. Israel does not recognize Kosovo as being an independent nation. The Israeli government believes Kosovo should come to peaceful terms with Serbia, in direct negotiations, similar to what Israel expects with the Palestinians. Until then, Israel’s view is that there should be no unilateral steps taken by Kosovo. Israel does encourage trade, culture, and academic relations with Kosovo… all but recognition.

Energy needs are vital strategic issue for Russia, the U.S., and Israel in the Balkans. The region is a path for energy pipelines. Israel places great importance on negotiations with its Balkan allies concerning the future global energy map. Since Israel found gas and oil in the Mediterranean, there have been ongoing discussions about partnerships. This may lead to enhanced energy cooperation between Israeli and Balkan leaders.

Israel recently entered into closer consultations with Macedonia, and a growing partnership is developing there. Negotiations touched on all open issues in bilateral fields, starting from agreements of academic cooperation; economics; issues connected to Holocaust and remembrance; and threats from radical Islam. Also discussed were the multilateral aspects of UN voting. Significantly, in mid-November, the pro-Israel agenda at the UN dealing with the development issue was both sponsored and supported by Macedonia.

This is an essential part of what Israel strives to achieve in its emerging diplomatic cooperation with Balkan states. If these kind of supportive countries in the region continue to vote in a positive way for Israel at the UN, it signals that soft diplomacy is a successful foreign policy effort in meeting Israel’s political goals.

This is in line with the Israeli government position of Prime Minister Benjamin Netanyahu. One of his main goals has been to get the UN to curtail its bias against Israel. Today, UN voting by Balkan countries is generally more positive than other countries. Israel hopes this will remain, and improve, especially with the influence of Donald Trump.

Outgoing U.S. President Obama has been perceived in the Balkans as a weak president who did not stick to his “red lines” declarations in American foreign policy. One example of this was not taking action against Syria’s use of chemical weapons against its own people. Balkan leaders have shared with Israeli diplomats that they did not like Obama’s interference in their region’s domestic issues.

Many Israelis also feel that Obama did not stick to his foreign policy declarations, resulting in the loss of hundreds of thousands of Syrian lives. Moreover, throughout his term in office, Obama has maintained a judgmental attitude towards Israel on internal issues, such as those regarding Israel’s settlement policy.

In general, the Balkan countries today are satisfied with the results of the recent U.S. election. Voices from the region are making it clear that the new American government should implement an effective foreign policy that establishes clear boundaries and deals with real threats to global security. In addition, Trump should be less focused on telling Balkans countries what to do, softer in his approach, exerting less dictated pressure on Balkan leaders, and encouraged to enter into a new political dialogue with them.

An effective new U.S. policy in the Middle East and in the Balkans region will lead to enhanced cooperation, if the incoming Trump administration devotes some time developing these new relationships and listening to key leaders in this part of the world.

Trump ce voditi blagonaklonu politiku prema Srbiji i to se moze lako predvidjeti iz njegovih izjava. Trump ce voditi pomirljivu politiku prema Rusiji i opredijelit ce se borbi protiv ISILa. SAD moze lako da Srbiju podstakne da napadne Kosovo i da ga prisajedini Srbiji. Trump je veoma okrutan prema muslimanima tako da nece dozvoliti muslimanima da dobiju vizu za Ameriku. Amerika ce od sada voditi povucenu politiku i nece napadati zemlje koje su udaljene od SADa. Trump je jedan idiot koji moze lako napraviti novi kaos na Balkanu u kome ce se Srbiji dati vjetar u ledja da se teritorijalno prosiri.

This leads to the examination of the possible relations and agreements between Trump and Putin. There are two possible scenarios:

1. Gentlemen´s agreement
2. The Balkans, and Bosnia and Herzegovina in particular, are staying under the American sphere of influence

Trump spoke a lot about Putin, Russia and the possibility for cooperation since their foreign policy strategies have been overlapping. Ergo, we might be able to see the gentlemen´s agreement between the two presidents about the sphere of influence in the Balkans. This agreement could only include the non NATO countries, particularly Bosnia, Serbia and FYR Macedonia. If this will be the future, than Bosnia will face many problems, especially with Republika Srpska which is keen on achieving independence. The independence of Republika Srpska and its annexation to Serbia will be a possibility, if this part of Balkans comes under the influence of Russia. All of this would just cause further instability in the region and will lead back to the politics of 90s.

In my opinion, the second option is more likely to occur. The US will not be interested in losing any of its influence and making a wrong move in the long lasting tactical influence chess match with Russia. The Balkan bubble is some kind of a demarcation line between the West and the East. Trump might have not thought this through in advance and we will probably realize his plans fully after his first move. There is higher possibility for the creation of even stronger US foreign policy towards the Balkans and its support to the full integration in the Euro-Atlantic institutions that would enable spreading of the US influence closer to the border with Russia.
The President Elect, Trump, will have the first say in the formulation of policy towards the Balkans and Bosnia in particular in the first half of the next year. Until then, we can only assume according to his selection of the staff how his policy might look like. There are two possible options, which include the sharing of the Balkan with Russia or strengthen the US influence and building the US sphere of influence that will have a significant impact on the possibility for putting an end on the multi polarity in the European continent.

The Balkans was a US sphere influence for a long period of time, and this part of Europe is eventually the US only change for spreading its sphere of influence directly to the Russian border. Only by keeping the Balkans the US will be able to plan a final strike on the multi polarity in the continent. Seemingly, it would be immeasurable foolish to leave the Balkans to Russians.

Trump to ne moze uraditi, jer nece imati pordrsku kongresa, i to je to. Ne vjerujem ni da zna gdje je balkan.

Covjek zaduzen za balkan je inace republikanac ako se dobro sjecam, ne vjerujem da ce se nesto promjeniti, onim ako rusi i srbi ne pocnu neko sranje.

Hipoteticki, da on licno i jeste Rusofil, bez kongresa se moze samo jebat.

Najrealnije je ocekivat da Amerika nastavi politiku ignorisanja Balkana i ovdje salje trecerazredne diplomate. Jednostavno, nismo im na vrhu liste prioriteta, daleko od toga.

Ako dodje do sirenja ruskog uticaja ili sukoba, onda se mozda moze ocekivati angarzman Amerike.

Amerika planira vanjsku politiku 30 godina unaprijed i to ne može promijeniti niko pa ni njihov predsjednik. I Obama je simpatisao Palestince pa smo imali nerede u skoro svakoj arapskoj državi za njegovih 8 godina.
Što se tiče Trumpa jedva čekam da postane predsjednik pa da se četnici razočaraju.

Dayton je američki produkt. Niti jedna administracija SAD-a neće nikad dozvoliti da se uruši nešto što su stvorili tako da je iracionalno govoriti da bi SAD dozvolio nekakvo otcjepljenje RS-a. Uostalom, to nije nešto što odlučuje bilo koji predsjednik.

Isto vrijedi i za Kosovo koje je dobilo nezavisnost zahvaljujući SAD-a.

Trump, kao i svaki predsjednik SAD-a, jeste moćna figura, ali svemoguć nije niti može utjecati na bezbroj odluka i donositi odluke sam.

Niti ga zanimaju nekakvi pravoslavci, muslimani ili šta već. Njega zanima njegova pozicija, a državu SAD interes i pozicija u svijetu. Tu vjerski faktor nema nikakvu ulogu iako se mnogi naivno zalete pa pomisle da vjerski faktor ima neku težinu.

I naravno da nije dobio izbore zbog Rusa. To su gluposti plasirane od, nazalost raspale, demokratske partije.

Najrealnije je ocekivat da Amerika nastavi politiku ignorisanja Balkana i ovdje salje trecerazredne diplomate. Jednostavno, nismo im na vrhu liste prioriteta, daleko od toga.

Ako dodje do sirenja ruskog uticaja ili sukoba, onda se mozda moze ocekivati angarzman Amerike.

Tako je. Balkan je tek nekakva rubna interesna sfera, ali Balkan kao Balkan je poslije Kosova i ulaskom još ovih nekoliko zemalja u EU i NATO postao samo rub interesne sfere SAD-a i tako će i ostati. Tu je Balkan svoje završio osim eventualno par igrača koji su malo istok malo zapad.

Tu ima mnogo istine. Ali kolko vidim Srbi su se uskurcili. Nadaju se da bi im Trump nesto mogao dovesti. Jedana od Trumpovih savjetnika je Grk i "bijeli nacionalista". Tako da tek trebamo da vidimo kakva ce stvarna politika biti. Kongres je pun Republikanaca koji su mnogo zesci anti Rusi od Demokrata i mnogo zesci nacionalisti. Trump je na kraju krajeva samo jedna figura, pijun, isto kao sto su to bili i svi drugi predsjednici. Pitaju se mnogo mocniji od njega. Zato ja nevjerujem da ce se ista promijneiti. Cak sam uvjeren da ce Amerikanci mnogo jaci akcenat stvarljati na vojsku. Mozda ce manje direktno provocirati Ruse 300 km od Moskve, kao sto su to zelijeli da rade Demokrati. Ali ce ih zato jebavati ovako na teritorijama gdje Rusi imaju pretenzije a gdje su nemocni da intervenisu. A to je upravo balkan. Republikanci su mnogo vise militeristicki nastrojeni protiv Rusije i njezinih interesa.

No dok Trump stvarno ne pocne da vlada necemo zasigurno znati...

Hoce li jadan stici na sve strane? Americka politika prema Nagorno Karabahu, Libanonu, Venecueli... Ima li hvaljeni Goran Milic kakvih veza u Trumpovom tornju? Hoce li nas obradovati :lol:

Previše je budala zauzet napadajući sve američke medije preko twitter-a koji ga u lošem svjetlu predstave, da bi ga neki tamo balkan zanimao! :mrgreen:

Apsolutno.

Tramp je star covjek, nema on energiju da se bavi Bosnom. Ocekuje ga veliki posao u Americi, gdje je izlozen snaznim napadima unutrasnjih neprijatelja. To ce mu uzeti vecinu energije i vremena. Onda Bliski istok, Kina, Rusija, Izrael, Iran, Evropa, Indija, Egipat... gdje je Juzna Amerika, Afrika... a joj... moguce je da Tramp BiH uopste nece spomenuti do kraja vladavine. Isto kao ni Eritreju, Burkino Faso ili Banglades.

BiH nije na radaru. Jedino je vazno da se ne puca. O tome brinu trecerazredne americke i evropske diplomate. Tapkanje u mjestu, osim ako sami ne odlucimo da nesto mijenjamo. A sa ovom politickom garniturom - kuku lele. Hvataj se narode Francuske i Austrije. :D

Nije Trump taj koji ce krojiiti politiku prema balkanu već state department.......a generalno smo amerima vec odavno zadnja rupa na svirali.
