Greek Lawyer Pleased to Defend Bosnian Serb

ATHENS, Greece -- When criminal lawyers are asked how they can represent unsavory clients, they often say that everyone has the right to counsel.

But Alexandros Lykourezos, one of Greece's most prominent and flamboyant lawyers, does not resort to that cliche when asked about his work for one of the most wanted men in the world today -- Gen. Ratko Mladic, the Bosnian Serb military commander, who has been indicted on charges of crimes against humanity and genocide.

"I like him," Lykourezos said, explaining why he has taken up Mladic's cause. "I consider him a friend" -- so much so that the lawyer, who would not discuss the international war crimes tribunal's indictment against Mladic, said he was representing him pro bono. While evasive about what he was doing for Mladic, he did say that he had traveled to Bosnia to meet him.

Lykourezos acknowledges that it may be hard for Westerners to understand his association with such a notorious suspect. Indeed, he said, he is censured by friends in London, Paris and New York. But not in Greece, where there is much sympathy for Serbia and the Bosnian Serbs.

"The reaction has been only positive here, totally positive," said Lykourezos. The lawyer, who is 62 and has wild, collar-length gray hair, spoke as he sat at his highly polished mahogany desk in khaki slacks with penny loafers and no socks.

"It is difficult for anybody outside Greece to understand rationally," Lykourezos said about Greece's relationship with Serbia.

It stems from Greece's hostile relationship with Turkey, which is also often hard for outsiders to fathom, Lykourezos added. The animosity is rooted in centuries past, to the days of the Ottoman Empire, when both the Serbs and the Greeks chafed under rule from Istanbul, which Lykourezos calls Constantinople, the Greek name for the city.

These days, though both are NATO members, Greece and Turkey have been on the brink of war, most recently earlier this year over a small, rocky island.

The Greeks and the Serbs are also Orthodox Christians and see themselves fighting to hold the line against Islam in Europe.

In recent NATO debates, Greece has strongly opposed any military operation to seize Mladic, or other people indicted on charges of war crimes, and it did not like the idea of forcing Dr. Radovan Karadzic to resign from the leadership of the main Bosnian Serb political party as a condition for the party to be allowed to take part in elections.

During the Bosnian war, Greek companies shipped oil to the Bosnian Serbs and to Serbian-dominated Yugoslavia, in violation of the United Nations economic embargo. Greek arms merchants got weapons to the Serbian forces, in violation of the arms embargo.

When the Bosnian Serbs attacked the United Nations "safe area" of Srebrenica last summer, Greek mercenaries fought with them and raised the blue and white Greek flag triumphantly when the enclave fell. Several thousand Muslim men were massacred, and Mladic has been indicted on charges related to the killings.

But the fall of Srebrenica and the massacres went virtually unreported by Greek journalists. Indeed, Bosnian Serbian atrocities throughout the war were ignored by the Greek press, leaving most Greeks as ill-informed about the war as the Serbian people themselves.

A couple of months after the fall of Srebrenica, Lykourezos went on television to raise money for Serbian refugees. More than $400,000 poured in, he said.

Does all this mean that Mladic or Karadzic might find asylum in Greece?

While avoiding a direct answer, Lykourezos noted that while France, Italy and Germany had passed laws to insure that anyone indicted on charges of war crimes who was found on their territory would be arrested and extradited to The Hague, some countries -- including Greece -- had not.

Even though international arrest warrants have been issued for Mladic and others who have been indicted, some countries must pass domestic laws to provide for compliance with them.

Recently, representatives from the war crimes tribunal came here to ask the government to adopt laws that would insure full cooperation with the court, Lykourezos said. He said he thought Parliament would take up the issue when it returned in September from its summer recess.

But given the attitude of the Greek people, it might be difficult to get such laws enacted, he said.

I was quite shocked that an organization like yours would invite Alexandros Lykourezos, head of the Lykourezos Law Office, to serve as the dinner chair for this event. While I understand that he is an attorney for the accused war criminal Ratko Mladic who is still at large for over a decade, I can't comprehend why would someone who is a friend of war criminal have been invited to sit along with world peace lovers who committed their lives to public service and Peace in the World.

For instance Alexandros Lykourezos has been playing chess with war accused criminal Ratko Mladic ( see photo ) around the time of genocide in Srebrenica when thousands of innocent children, men and women were slaughtered. While Ecumenical Patriarch Bartholomew I and George E. Paraskevaides in Athens
had their considerable impact on our global society "whether through contributions to faith, regional prosperity, or the environment" honestly I see no impact on behalf of Alexandros Lykourezos.

In fact inviting Alexandros Lykourezos is an insult for the peace lovers and all Christians who believe in Jesus. Genocide in Bosnia can not possibly be justified and invitation of a man who is a friend and attorney to war criminal should be withdrawn.

I am writing this letter to express both my astonishment and disappointment concerning your selection of Mr. Alexandros Lykourezos as the dinner chair for the presentation of the Woodrow Wilson Award for Public Service to His All Holiness Ecumenical Patriarch Bartholomew I in Athens later this Spring.

Even though Mr. Lykourezos’ function here is minimal, it is nevertheless under the auspices of a respected United States Governmental institution – The Wilson Center. Thus, it came as a shock to see Mr. Lykourezos -– a defense lawyer and self-described ‘friend’ of an indicted war criminal, the Serb General Ratko Mladic (1) and a denier of the internationally recognized Srebrenica genocide (2) -– be in any capacity affiliated with the Woodrow Wilson Center.

For the sake of international justice and your institution’s reputation, I plead that you reconsider your decision to involve Mr. Lykourezos in any of the Center’s activities.

The Woodrow Wilson Center respects others opinions and personal choices, and it does not represent or endorse particular political views. Mr. Lykourezos was not asked his political views when he was asked to be a dinner chairman for an event honoring two extraordinary individuals. The Center notes that Mr. Lykourezos’ views on the Bosnian crisis of the 1990s are views shared by much of the Greek population and that in fact he has indicated that he had no direct or indirect contact with General Mladic after 1997 or with Slobodan Milosevic after 2000.
