Project Manager for e-Government at Council of Minister Project within UNDP CO BIH, duty station Sarajevo.

Duties and responsibilities:
Under the overall supervision the DRR and daily supervision of the Portfolio Manager primarily duties and responsibility of the of the Project manager are to ensure: the administrative, financial and the overall project management and implementation; development of detailed Project work-plan, including the structured dynamics of all Project activities with specific focus on the Inception report, Government relations and the Public Relations Campaign; work in accordance with the agreed reporting schedule, especially the production of Inception report and other reports set forward in the Annex of this Project proposal; creation of taxonomies for organizing internal/external information and knowledge; preparation of the necessary experts’ and others TORs in accordance with the Project work-plan and human resource needs; identification of national experts/researches based on the requirements of the Project and as per nature and a scope of the research/fields; development of partnerships with relevant Government bodies on all levels in order to implement the defined Project components; organization and facilitation of inter-government discussions; budget management; as well as the other activities to ensure smooth functioning of the project.
III. Functions / Key Results Expected
Summary of key functions:
1. Project Management:
Responsible for administrative, financial and overall project management of the e-Government Project.
- Managing and coordinating the activities of programme implementation based on relevant Project Document and related proposals, including the supervision and guidance of the Project Staff, short, medium and long-term consultants, with a view to achieving project results.
- Responsible for the development of comprehensive/detailed Project work-plan including structured dynamics of all Project activities, role and responsibilities of the stakeholders and milestones.
- Ensuring implementation of comprehensive/detailed programme work plans and key event schedules comprising planned activities, responsibilities and deadlines relating to all active participants in the programme.
- Overseeing and guiding the work of project staff in relation to activities described in the programme documents and associated work plans.
- Determines the most relevant information resources for the implementation of e-Government Project.
- Establishing effective working relationship with the national and international counterparts, especially ministries and agencies in-charge for e-Government at the Council of Ministers.
- PM is responsible for the identification of national experts/researches based on the requirements of the Project and as per nature and a scope of the research/fields
- PM is also responsible for making appropriate Government partnership with different Government bodies on all levels in order to implement defined Project components.
- PM will organize and participate in the Government discussions and coordination activities in order to implement all Project components.
- Upon approval from Supervisor PM is responsible for the facilitating recruitment of national experts/researches according to UNDP procedures.
- Ensure transfer of capacity and ownership of the programme to national authorities.
- Establishing systems and procedures for project implementation and monitoring, including performance criteria and indicators for the regular assessment of programme success against planned milestones and timelines.
- Identifying specific technical assistance necessary for successful achievement of the stated project aims, objectives and outputs.
- Providing support to UNDP Country Office in organizing periodic and regular review meetings with donors and national;
- Plan and supervise the administrative, financial and personnel support services required by a project;
- Preparation of all reports and project documentations in line with UNDP Roles and Regulations, EC Regulation, as well as with the guidelines set in Annex of the e-Government Project Document.
- Prepare budget and financial reports.
- Request expenditures, personnel actions, acquisitions and other administrative actions.
- Maintain working-level within the Team
- In needed moderate and facilitate both public and expert debates.
- If needed manage and coordinate the Public Awareness champagne
- Preparation and management of project related promotion activities/events.
- Any other task assigned by immediate supervisor.
2. Coordination:
- Conducting regular consultations with principal government contra-part, relevant ministries and Agencies, as well with DEI and Office of the PAR Coordinator.
- Conducting regular consultations with prominent donor agencies such as the World Bank, EU, DFID, and other donors providing assistance in the field of Public Administration Reform and Aid Coordination, to ensure optimum coordination of project.
- Establishing effective linkages with other UNDP BiH programmes and projects and with other initiatives in the sector with a view to developing substantive partnerships and generating synergies.
3. Technical Advice:
- Providing direct technical support (drafting papers, information sharing and consultations) to the counterparts regarding relations with local, national, regional and international providers of technical support and training, negotiating overall strategies, and monitoring project implementation;
- Conducting comprehensive programmes for awareness raising and technical decision-making support to the counterparts including workshops, utilization of distance learning technology and personal development activities;
- Providing advice and overseeing the organization and conduct of training workshops on techniques and methods relating to the successful attainment of project objectives;
- Designing strategic follow up initiatives in close cooperation with the national counterparts;
4. Contribution to the development of the Country Office as a knowledge-based institution
- share relevant and substantive and operational experiences with other colleagues
- participate in future project/programme development and design
- participate in project/programme evaluation exercises
- participate, as a resource person, in substantive and/or operational training sessions organized for the Country Office and/or project staff (if applicable)
IV. Impact of Results
Efficient and effective implementation of UNDP e-Government at the Council of Ministers Project activities through well established communication with national and international stakeholders. Further development and extension of the UNDP BiH ICT/PAR activities.
V. Competencies
- Familiarity with EC standards and practices in the above fields;
- Experience in working on EC funded projects;
- Experience in working with senior level representatives of governments;
- Demonstrated success in establishing effective working relationships with national representatives,
- Experience in working with major international institutions and donors;
- Excellent communications skills and ability to understand and successfully manage cultural/ethnic/political sensitivities are particularly important
- Knowledge of the local context, previous experience in Bosnia and Herzegovina and/or the Southeast European region will be particularly preferred;
- Sound judgment, maturity, sense of initiative, ability to organize work efficiently and to deal with heavy workloads
- Advanced computer skills

Education: Relevant University Degree
Experience:
At least 3 years of experience in project management
Substantive knowledge about computer networks, databases, e-Government systems in practice, knowledge and document systems, Web portals and e-Government services.
Broad experience in the ICT relevant thematic area Understanding issues related to public administration reform in the transitions and developing countries
Language Requirements: Fluency in spoken and written English
