Short-term (part time) research assistant
Background
The Center for EU Enlargement Studies (CENS), located at Central European University in Budapest, was established in 2005. During its two years of operation it has held international conferences and workshops, won several international and domestic grants and carried out research on topics concerning the effects of previous enlargements as well as the likely changes entailed by upcoming ones. Overview
CENS will be carrying out a major research project entitled "Integration Perspectives and Expected Synergic Effects in the Countries Targeted by EU Enlargement and Neighborhood Policies."
The aim of the project is to provide a basic overview of the policial and economic transformation processes of the Balkan countries and European CIS countries, to assess the reform processes triggered by the attraction of the European integration and its norms, and to forecast potential development paths of the countries concerned.
Topics to be researched include the political transformation process, the economic convergence process, socio-economic implications of the welfare model in catching-up countries, and relations of individual countries with the EU.
Geographical scope of the project includes
• the two newest EU member states (Romania and Bulgaria),
• countries covered by enlargement policy (Croatia, Serbia, Montenegro, FYR of Macedonia, Bosnia-Herzegovina, Albania),
• countries targeted by EU neighborhood policy (Ukraine, Moldova, Belarus)
• and Russia.
Tasks of the Research Assistant
• review existing research materials, documents and publications on the countries covered by the project,
• establish and maintain contact with researchers from the region throughout the duration of the project,
• deal with administrative tasks concerning the contracting of researchers,
• following-up on the progress of reports from contract agents
• occasionally, s/he may travel to events held in countries covered by the project.
Working hours are flexible that can be adjusted to the agenda of the applicant. However, as the research assistant will communicate intensely with foreign experts by e-mail and telephone, s/he will be using the infrastructure provided by CENS, therefore a continuous presence in Budapest is required throughout the duration of the project.
The position is open for a period of 3 to 6 months, starting 1 September, 2007 the latest.
Requirements
• MA degree in a relevant field (international relations, economics, political science, public policy)
• A basic knowledge of the European integration, enlargement and neighborhood policy issues
• A good understanding and skill level of basic software applications: Word, Excel, Access, PowerPoint.
• Fluency in English, knowledge of Russian and/or Serbian and/or Romanian is an advantage, as is the additional knowledge of any other language of the countries covered by the project
• Availability of 15-20 hours/week
Financial arrangements
Remuneration of the part-time research assistant is to be discussed with the applicant.

Overview
CENS will be carrying out a major research project entitled "Integration Perspectives and Expected Synergic Effects in the Countries Targeted by EU Enlargement and Neighborhood Policies."
The aim of the project is to provide a basic overview of the political and economic transformation processes of the Balkan countries and European CIS countries, to assess the reform processes triggered by the attraction of the European integration and its norms, and to forecast potential development paths of the countries concerned.
Topics to be researched include the political transformation process, the economic convergence process, socio-economic implications of the welfare model in catching-up countries, and relations of individual countries with the EU.
Geographical scope of the project includes
* the two newest EU member states (Romania and Bulgaria),
* countries covered by enlargement policy (Croatia, Serbia, Montenegro, FYR of Macedonia, Bosnia-Herzegovina, Albania),

LIGHT FOR THE WORLD is supporting a small initiative in Bosnia Herzegovina, who is using a very promising community-driven approach to include people with disability into their communities.
Impact Evaluation:
The impact evaluation should provide estimates of the magnitude of outcomes and impacts of the concerned small-scale project which is implemented in different regions of BiH. It should provide the answer to the most central development questions: to what extent is this project making a difference? What are the results on the ground? How could it be done better? Does the used methodology have the potential to be used in other developing projects? The information should be based on a systematic analysis and help for future decision-making.
Part of the task is the development of the final Terms of References in collaboration with the partner organization in BiH and the responsible desk officer at LIGHT FOR THE WORLD.
Objective:
To assess the social impacts in the community - both positive and negative, of the selected project on all levels.
This should be done by:
- Measure outcomes and impacts of the project and distinguish these from the influence of other, external factors.
- Collect information from project and control groups including different groups in the community (government, ngo, people with disabilities, other citizens) about the impact of the program on their daily life in terms of utilization of lessons learned from the project.
- Prepare information on whether the methodology used in the project is efficient and has the potential to be transfer to other program’s
- Drawing lessons for improving the designs and management of future activities
- Comparing the effectiveness of alternative interventions
- Measure effectiveness and impact of the project on the target communities.
- To measure relevance of project planning and resource allocation
- To assess sustainability of the projects
- To assess change of behavior within the communities.
Background of Project:
Situation in BiH for people with disabilities:
Many people with special needs in post-war Bosnia and Herzegovina continue to be neglected. For political reasons, politicians have favored war veterans and invalids, while scarcely considering the needs of the rest of the disabled population. Further, governmental grant-making has not focused on enabling disabled people and organizations of disabled people to take control of their own lives. The projects approach to community development is based on the belief that empowerment is the key for sustainable community development. By using a “community-Driven approach to Development to empower citizens”, the project assists the population of person with disability to meet their own needs through mobilizing community resources and thereby helping them to become equal members in their communities. With this approach inclusive community structures are being built. These structures should continuously provide for inclusion of disabled into community life while providing conditions for sustainable community improvements for all community members.
Project:
Approximately 30 micro-grants per year to include disabled into community life (a minimum total of 90 grants in three years) is provided (70.000,00 EUR total cost of project).
Goals of the project:
Include people with special needs into community life by assisting them to mobilize community resources to meet their needs.
Main activities:
Announce grants for community projects that focus on people with special needs
Support process of community participation and resource mobilisation
Award grants to those communities that demonstrate their potential to mobilize community resources to meet the needs of this disadvantaged population
Provide consultations to recipient organizations
Promote the success stories in local and national media
Skills required:
Technical skills in social science research design, management, analysis and reporting. Ideally, the evaluator has a balance of quantitative and qualitative research skills. At least 5 impact evaluation conducted.

For political reasons, politicians have favored war veterans and invalids, while scarcely considering the needs of the rest of the disabled population. Further, governmental grant-making has not focused on enabling disabled people and organizations of disabled people to take control of their own lives. The projects approach to community development is based on the belief that empowerment is the key for sustainable community development. By using a “community-Driven approach to Development to empower citizens”, the project assists the population of person with disability to meet their own needs through mobilizing community resources and thereby helping them to become equal members in their communities. With this approach inclusive community structures are being built. These structures should continuously provide for inclusion of disabled into community life while providing conditions for sustainable community improvements for all community members.
Project:
Approximately 30 micro-grants per year to include disabled into community life (a minimum total of 90 grants in three years) is provided (70.000,00 EUR total cost of project).
Goals of the project:
Include people with special needs into community life by assisting them to mobilize community resources to meet their needs.
Main activities:
Announce grants for community projects that focus on people with special needs
Support process of community participation and resource mobilisation
Award grants to those communities that demonstrate their potential to mobilize community resources to meet the needs of this disadvantaged population
Provide consultations to recipient organizations
Promote the success stories in local and national media
Skills required:
Technical skills in social science research design, management, analysis and reporting. Ideally, the evaluator has a balance of quantitative and qualitative research skills. At least 5 impact evaluation conducted.

II. Organizational Context
The UNDP Upper Drina Regional Development Programme (UDRDP) represents an integrated, holistic approach aiming at laying the basis for local recovery and therefore sustainable return to upper Drina basin, with improvements in local governance and the general socio-economic environment. However, the key focus of all the programme’s activities remains on facilitating the return process and maximizing support for the vulnerable groups, of which female headed households are the most important.
The overall goal of the UDRDP is to promote the socio-economic recovery of multiethnic communities with strengthened local government structures. This multi-donor initiative is an integrated and comprehensive framework, which seeks to revitalize the human and physical capital of the region and comprises three interrelated pillars: economic development, local governance, and infrastructure.
From 2007 to 2009, UNDP BiH will implement an integrated and comprehensive development programme in the Upper Drina region covering six municipalities: Foča, Čajniče, Ustipraca, Kalinovik in the Republika Srpska (RS) and Goražde, Ustikolina in the Federation (FBiH). The Upper Drina basin, and its principal towns of Foca and Gorazde, is a region devastated by the war and now bisected by the inter-entity boundary line. The area continues to struggle with difficult community relations and a weak economy. In spite of some recent political progress, the divisions are deep-seated and many local communities are among the most deprived in BiH. The challenges are most pronounced in the Republika Srpska municipalities, where political obstruction promoted by hard-line forces has locked the area out of international development assistance and isolated it from the economic mainstream. The region as a whole is also peripheral to regional and national market places. The core economic problems are thus a product of political as well as geographical remoteness.
The primary purpose of the Development Finance Associate position is to increase the evidence base required for fair and adequate budgetary transfers. By documenting and analysing tax revenues and expenditures at the origin, the incidence of local economic outputs can significantly address the issue of adequacy and accountability of public spending at the lowest governmental level and demonstrate the level of inclusion of public services.
The staff member will be based in the Upper Drina Regional Development Programme (UDRDP) office in Foca. She/he will be held directly responsible by the Capital Expenditure Coordinator for technical assistance to beneficiaries aiming to improve their knowledge about decentralisation and fiscal management.

Organise workshops with local NGOs and citizens.

VI. Recruitment Qualifications
Education:
Specialized school in economics with a specialisation in public finance and/or equivalent degree combined with relevant professional experience.
Experience:
Excellent knowledge of and experience in development finance issues.
Literacy in word processing and spreadsheets.
Good reporting skills.
Creative “out of the box” thinker on business/marketing issues.
A team player also able to work as an independent facilitator.
Excellent communication and negotiation skills.
Language Requirements:
