Context and Approach
The FSBP model of community and youth work development, originated from Northern Ireland. Experiences from there reformed into a flexible model for community youth development in the Balkans, to target communities affected by the divisions and marginalisation of the numerous conflicts of the last 15 years
This model works in three integrated areas, education of community youth workers; community youth work practice and development of policy frameworks. The integrated approach is intended secure the longer-term peaceful and prosperous development of communities. It recognises the need to include actors at all levels in society, so that they understand and support the value in investing in young people and the rights of young women and men.
The Forum Syd Balkan Programme provides youth work practice, supported quality youth policy development and education through its partner NGOs. These are newly localised and must be made sustainable through the very work of the model: localised education for community youth work, societal and government recognition for the profession and youth rights, and quality youth work practice. This final activity maintained through professional associations and most importantly the recognition and public funding attained following implementation of supportive youth policy.
The Forum Syd Balkan Programme is currently working on its exit strategy. The localised NGOs have assured Sida funding, through partnership agreements with Forum Syd until May 08 and Forum Syd is seeking to continue financial and organisation development support to the NGOs, at reduced levels, from June 08 onwards
The Role:
The three newly localised BiH NGO partners of the Forum Syd Balkan Programme have been operating in the field of community youth work in BiH since the late 1990’s. Forum Syd is providing ongoing organisational development support to the NGOs to achieve sustainable community youth work in BiH. The three NGOs are based in Brcko, Central Bosnia (Travnik) and Doboj/Maglaj, with a coordination support office in Sarajevo.
Forum Syd is seeking a consultant to provide components of organisational development support as part of the partnership agreement signed with each of the NGOs and to support the development of the leadership of each NGO. The Consultant will need to be able to work independently as the post is situated in Sarajevo while the Forum Syd Regional Office, supporting the NGOs, is based in Belgrade.
Main responsibilities
Organisational Development Support through:
1. Support to strategic and operational planning processes and timely review of these processes
2. Support to development of management systems and practices, development of leadership skills, including mentoring and support and supervision of the three NGO managers (in consultation with the respective Boards)
3. Support to Governance strengthening activities, including support to newly formed Boards
4. Support to Communications and External Relations planning and activities, including donor relations
5. Support to fundraising strategy development and implementation
6. Support to implementation and review of organisational policies, in particular to support the development of a Rights Based Approach and to gender mainstreaming.
7. Support to the development and implementation of partnership and network strategies, including the sustainability cooperation strategy of the three BiH NGOs
8. Assessing and reporting to Forum Syd upon progress of organisational development against indicators
Deliverables
1. Initial assessment of organisational development needs of each project – in conjunction with any predetermined markers and regional office planning
2. Planning documents developed in NGOs, as outlined above
3. Individual development plan mapped with each of the three NGO leaders
4. Recorded Support and Supervision Sessions delivered to three managers
5. Coordination with Regional Office staff on OD planning and delivery
6. Planning and where agreed delivery of support in all agreed areas of OD with each project
7. Monthly reports on activity and on NGO progress against agreed indicators.
8. Support the development of monitoring and reporting systems within the Programme
Person Specification
Qualifications
Degree in Youth & Community Work, Social Science, Development Studies, NGO or public sector management and administration or equivalent.
Experience
Specialist understanding and practical experience of all aspects of organisational development: including organisational mission and values, strategy development, operational planning and development, project cycle management, the function of governance, finance and administration, info management, IT and communications, human resource management and fundraising and income planning and management.
• 2-4 years of practical experience in a range of organisational development or community development settings including, small business development, ngo development, social education, community youth work, group work, training development
• Minimum 2 years experience in management
• Proven experience and understanding of leadership development and mentoring
• Minimum 2 years experience in supervising and supporting staff.
• Minimum 2 years financial management experience including budget management and bookkeeping.
• Experience in NGO creation and organizational development and understanding of the dynamics of local NGOs
• Experience in working and/or co-operating with governments (local, regional and/or state level)
• Experience in minority rights issues, rights based approach and gender.
• Experience in fair recruitment and selection procedures
• Proven understanding of the donor environment and fundraising skills
• Experience in organising trainings and seminars
• Experience in co-ordinating collaborative partnerships.
• Proven experience of capacity building of local institutions
