I'm frustrated by the fact that I spent years studying civil engineering. There are people who learn HTML and JavaScript in a month, and get a better paid job than mine. Is it correct that this happens?
You are right. World is changing fast. I read somewhere that “if you don’t find yourself riding over the wave of change, you will find yourself underneath it”.

We are living in an age where “Skill” is going to replace “degree”. World no longer needs you to study a discipline for 6 years, because the rate at which world is changing thanks to technology, you will find out that all the things you have been studying during past 6 years has become obsolete by the time you came out of Uni and that the knowledge you worked hard to learn is not being used anymore.

Another factor particularly in this scenario of HTML/Javascript vs Civil Engineering (CE) is that all engineering disciplines are hundreds of years old except Software Engineering (SE). It is just a new kid on the block. So, there is already plenty of old work force on CE side, who do not want new talent to take a foot hold in the industry. Reason being that their knowledge is now way too old and with people like yourself in the market they feel insecure as they are not in an age slot where they can improve their knowledge and compete you. One of my cousin who is Electrical Engineer, failed to secure any job and now he is a school teacher. Whichever the power company he was interviewed in there were only diploma holders doing engineers’ job since last 30 years. They did not want him to pose their jobs any threat so they got him rejected in the initial stages without taking proper interviews. I have seen this happening with many of my other friends from different Engineering fields.

Software Engineering is a discipline which is ever changing. Anything you learn today becomes irrelevant tomorrow. So, it does not matter how much higher degrees you have in SE, if you can sit on a computer and prove your worth, you are hired regardless your degrees or formal education. Just by acquiring the practical knowledge of software development you can make your mark in this industry. This is why every other day you read the news like a 12 year old boy earned a fortune by developing just an iPhone app.

You can also try your luck in SE as it is not difficult for an engineer to understand any other discipline of engineering. The only advice I will give you is that you have to learn the “full-stack” not just HTML / Javascript, otherwise you won’t get anywhere. Come to the table. If you can make a working application you are a hero and everybody is after hiring you, and if you can write seriously “good code”, you are a celebrity. Just look around you. You would see many young boys and klix in SE industry driving their own expensive cars and chilling out with their friends enjoying expensive food. Within a few years you can earn so much in SE which would take you ages to earn in other engineering fields.

Ni to vise nije benefit.
