DAR ES SALAAM (Reuters) - U.S. President Barack Obama called embattled Egyptian President Mohamed Mursi to urge him to respond to mass opposition demonstrations and said the political crisis could only be resolved by talks, the White House said on Tuesday.
Obama also called on both sides to ensure rallies stayed peaceful, after the death toll in clashes between rival protesters since Sunday reached at least 16 people.
Egypt's armed forces on Monday handed the president a virtual ultimatum to share power, giving feuding politicians 48 hours to compromise or have the army impose its own road map.
The president of the United States, which is a big aid donor to Egypt and its military, "told President Mursi that the United States is committed to the democratic process in Egypt and does not support any single party or group," the White House said.
"President Obama encouraged President Mursi to take steps to show that he is responsive to their concerns, and underscored that the current crisis can only be resolved through a political process," it said in a statement.
Obama, who is in Tanzania at the end of an eight-day visit to Africa, urged Mursi to create an inclusive political process.
"Democracy is about more than elections," the statement said. "It is also about ensuring that the voices of all Egyptians are heard and represented by their government, including the many Egyptians demonstrating throughout the country."
Obama repeated his concern about reports of violence during rallies, particularly reports of sexual assaults against women. He urged Mursi to make clear to his supporters that all forms of violence were unacceptable, the statement said.

Egyptian President Mohamed Mursi on Saturday annulled a constitutional declaration he issued last month expanding his powers, but the effects of that declaration would stand, an official told a Cairo news conference.
A referendum on a draft constitution would however still go ahead as planned on Dec.15, the official, Islamist politician Selim al-Awa, said as he relayed the substance of a meeting between Mursi and political leaders.
Amr Moussa said holding the constitution on Dec. 15 “puts the whole nation” in danger.
The two issues –the decree and the referendum – were at the heart of anti-Mursi protests that have rocked Egypt in the past two weeks.
Gamal Fahmi, member of the Egyptian Journalists Syndicate, told Al Arabiya that those who took part in talk with Mursi represented themselves only, adding that the new constitutional declaration did not address the “fundamental” problem, which he said was in the assembly that was tasked to draft the constitution.
George Isaac, activist and member of the Constitution Party, also told Al Arabiya that Mursi’s declaration did not offer anything news. “The ceiling of the people’s demands is very high, and this constitutional declaration does not answer people’s demands.”
He said activists would discuss new ways to escalate pressure against the president.
The National Salvation Front rejected President Mursi’s decision to annul his previous decrees as an attempt save face.
The April 6 Movement also dismissed Mursi’s move, saying that he failed to address the constitution, which will be voted on Dec. 15.
Tareq al-Khouli, a spokesman for the movement, told Al Arabiya,“ We need to draft the constitution which does not represent the Egyptians as a whole, but only the president and his group.”

A ruling on the dissolution of the Constituent Assembly by the Administrative Court in Cairo was postponed until 9 October 2012 to allow the judges to look into documents regarding the case.[16] The hearing was adjourned until 16 October.[17] The Cairo Administrative Court would give its verdict on the legality of the Constituent Assembly on 23 October.[18] The Supreme Administrative Court referred the lawsuit to the High Constitutional Court. This might give the Constituent Assembly enough time to finish drafting the constitution.[19]

A number of parties have embraced Mohamed ElBaradei's and Hamdeen Sabbahi's calls for a boycott of the Constituent Assembly. The parties and organizations that have signed a statement calling for a boycott include "the Nasserist Party, Karama Party, the Constitution Party, the Egyptian Democratic Party, the Socialist Popular Alliance, the Free Egyptian Party, the pro-democracy Kefaya Movement, the Egyptian Socialist Party, and the Revolutionary Democratic Coalition".[21] Mohamed Ghonim, the coordinator of Egyptian Popular Current and liberal Amr Hamzawi have also signed the statement calling for a boycott.[21]
A number of activists, public figures and politicians announced during a press conference on Wednesday 3 October 2012 that they do not recognize the constitution as it is currently being written by the Constituent Assembly and instead seek to draft a constitution that is built upon popular consensus.[22] The name of the group is the Egyptian Constitutional Front.[23]

The acting Coptic Pope "wanted to withdraw from the assembly to make sure the church's stand was known and that officials knew the Coptic Church would not allow such a narrow-minded constitution to be drafted with its name on it."[25]
