Karabakh is part of the territory of Azerbaijan. Now the Kremlin has reminded of this through the lips of the press secretary of the Russian President Dmitry Peskov. Noting that Russia did not change its position on the status of Nagorno-Karabakh, Dmitry Peskov recalled: “The belonging of this territory is determined by the relevant resolutions of the Security Council quite old. This is all indicated in the resolutions of the Security Council. Russia has not changed anything. Actually, no country has changed, "adding that" President (Vladimir) Putin said that Karabakh itself was not recognized, it was not recognized even by Armenia itself. " Let us remind: in the UN Security Council resolutions, to which Peskov referred, Nagorno-Karabakh is referred to as the "region of Azerbaijan". Moreover, it is not difficult to “read” something else: Moscow does not intend to pedal the question of status and insist on its “definition”. Strictly speaking,
Such a statement by the press secretary of the President of the Russian Federation is a priori a "message". In the current situation, even more so. And who it is addressed to is easy to guess: Peskov's statement sounded against the background of incomprehensible "maneuvers" of the Armenian side, and above all of the beaten Karabakh separatists, on the Russian "track". Instead of Samvel Babayan, who resigned with a scandal, the post of “secretary of the Security Council” of Nagorno-Karabakh was taken by Vitaly Balasanyan, also a war criminal and a former “field commander”, but considered a pro-Moscow figure in certain circles. Moreover, the new appointment took place after Arayik Harutyunyan's secret visit to Moscow. Further - more: the well-known Semyon Pegov in his telegram channel WarGonzo said: Nagorno-Karabakh is going to declare Russian as the second state language! And finally, the apotheosis. Araik Harutyunyan's “adviser” David Babayan said that it would be nice to create a Russian military base in Karabakh: “I think it would be very good to have a Russian base here. Russia has a very powerful geopolitical potential ”.
But the expected joy and "caps in the air" from the Russian Federation is not observed. Regarding the Russian language, Dmitry Peskov (despite all the efforts of RIA Novosti to shift accents in his statement) spoke very restrainedly: yes, “Russian is used in Karabakh and in Armenia, Russian is spoken in Azerbaijan, and in many places in the world, including the space of the former Soviet Union ", however," giving Russian the status of a state in Karabakh is not a topic of negotiations and a topic of contacts. " In translation: figure it out for yourself and do not expect any dividends from our side in exchange. It also turned out that Pegov, to put it mildly, hurried up with his sensation: the local “deputy” Aram Harutyunyan said that nothing of the kind was being discussed here.
The base question did not receive any official reaction at all. In addition, RosSMI immediately replicated the statement of the notorious Igor Strelkov: “Without the consent of Azerbaijan, whose titular territory the Russian Federation recognizes Karabakh, there will be no base. Most likely, Baku will not give such consent ”. Let's add on our own: especially if the idea is expressed by Samvel Babayan.
The version, of course, has the right to life that this whole “concert for duduk with accordion”, which is diligently performed by the stars of the Khankendian booth, is nothing more than an attempt by the “Karabakh clan” to enlist Moscow's support in the internal political games unfolding in Armenia. But against the background of the dangerous growth of revanchist sentiments in Armenia, all this gets a different reading: the Karabakh "elite" clearly expects to squeeze out quite material "dividends" from its demonstration of love for Moscow. And it is unlikely that these are plans that as humanitarian aid the residents of Khankendi will be given an additional one can of stewed meat and two packs of pasta. We are talking about "military-political" plans and hopes.
Another question is that Moscow is unlikely to intend to play such games in Karabakh. And her behavior during all 44 days of the Second Karabakh War, and even more so the signing of the Trilateral Agreement with guarantees for the withdrawal of troops was an unequivocal signal: it is no longer the early nineties with the 366th regiment. The balance of power, the logic of political processes, and much more have changed. So now it is better for the Armenian lovers of "grabbing" foreign lands to sit quietly, not to make any sudden gestures and to understand a simple thing for themselves: no one intends to fight with Azerbaijan for the sake of Armenian interests. Better yet, read the signals more closely. And these are not only Azerbaijani military columns moving under the protection of Russian peacekeepers, and the alarmist cries of political scientist Tigran Abrahamyan: what a horror, Azerbaijani servicemen shop in supermarkets in Karabakh! First of all, this is the statement of the Ministry of Justice of Azerbaijan that the jurisdiction of the Karabakh regional department of justice includes the city of Khankendi, Shushi, Zangilan, Khojavend, Khojaly, Gubadli, Lachin, Aghdam, Jebrail, Fizuli and Kelbajar regions, and work has already begun on staffing this department. And Zhirayr Libaridian, a veteran of Armenian diplomacy, who understands much more in international affairs than the entire Pashinyan team put together, warns that “the ceasefire statement actually closes the Karabakh issue. It does not say this directly, but it is based on the principle of the territorial integrity of Azerbaijan. And Pashinyan, the prime minister of Armenia, signed it. And no one will change that anymore. " So, it is better for the Armenian "bosses" not to fuss and not try to cheaply buy the Kremlin's favor, trying to drag Russia into very dangerous and provocative games. It is not surprising that Moscow reacts with cold politeness to all "signals" from Khankendi.
Only now, when the plans to "establish special relations" do not work, it is quite possible that Armenia will begin to "take offense" at Russia. And they will also present an invoice: “We were ready to do so much for you, were you? ..” Moreover, Armenia is already offended by Russia, which has disappointed the Yerevan “junior partners” to horror by not fighting Azerbaijan for the sake of Armenian territorial appetites. In any case, the former Armenian Ambassador to Russia Alexander Grigoryan has already stated in an interview with Novaya Gazeta: “Now people are protesting against the authorities, against Pashinyan. But over time they will sort it out and realize that Russia did not help Armenia and that an alternative to Russia must be sought. We trusted Russia, but we miscalculated. " And what kind of “practical reading” can these “insults” get, taking into account the traditions of political terror existing in Armenia? which is worth it to voice. So, it is better to “calculate” possible scenarios for responding to Armenian provocations right now. And not only to Azerbaijan.
