I. Position Information

Job Code Title: Gender Programme Analyst
Position Number:
Department: Bosnia and Herzegovina - Central
Reports to: Assistant Resident Representative
Reports:
Position Status: (non-Rotational)
Current Grade:
Approved Grade: NOB
Position Classified by:
Classification Approved by:

II. Organizational Context

UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. In all our activities, we encourage the protection of human rights and the empowerment of women.

There is currently a significant process of reaffirming women’s rights underway in Bosnia and Herzegovina. Besides guaranteeing gender equality within the constitution, in 2003 BiH passed the Gender Equality Law and subsequently, the BiH Gender Action Plan in 2006. The bodies to implement the legislation are already in place, with the state level Gender Equality Agency established within the BiH Ministry for Human Rights and Refugees in February 2005 shouldering the major responsibility. UNDP BiH has developed a strong partnership with these bodies and provides support to them in various ways. Although there are numerous pillars of the UNDP BiH country programme, achieving gender equity lies at the heart of the UN’s and UNDP’s development work. In particular, capacity building and technical assistance is offered to the Gender Agency, the Gender Centres in both entities, and civil society organizations.
UNDP started its work on Gender Mainstreaming in Bosnia and Herzegovina in 1999. Listed below are the main projects that have been implemented or are currently being implemented:
• Support for the initiative of Gender Integration in Social and Economic Reconstruction in BiH -1998
• Technical Assistance for Gender Mainstreaming – 2001 (supported by UNDP BiH and UNIFEM)
• Development of Capacity and Partnership between Governments and Civil Society for Gender Equality in BiH /Gender Project 2003-2005 (supported by JWIDF, CIDA UNDP)
• Sub-regional Gender Equality Project in BiH, Serbia and Montenegro 2005-2007(supported by CIDA)

These projects have been very successful in institution building in the country by supporting the development and implementation of the BiH Gender Action Plan. They have supported the establishment of gender centres, the BiH Gender Agency, municipal gender commissions and gender focal points in ministries. UNDP projects have facilitated training to create awareness of pertinent gender issues and have made recommendations to ensure the implementation of the Gender Law.

Aside from the above mentioned projects there have been several different forms of activities aimed at promoting gender mainstreaming in various sectors. Within its mandate for delivering policy advice and capacity building, UNDP has sought to integrate gender through a series of multi-sectoral and cross-thematic interventions. UNDP's framework of activities includes a ‘gender focus’ that cuts across all service lines and ensures that gender equality is reflected across UNDP’s portfolio of programmes.

Given the wide range of intervention activities, there is a need for coordination, and therefore, UNDP BiH is seeking to employ a national Gender Programme Analyst who will ensure synergy within UNDP BiH and with key stakeholders.

Under the primary supervision of the UNDP DRR and ARR (Programmes), the Analyst will focus on developing and mobilizing resources for programs that address the most critical issues women in Bosnia and Herzegovina are facing, particularly those related to economic security and rights issues, linking with CEDAW implementation, gender based violence, and gender and HIV/AIDS. The successful candidate will conduct advocacy activities for these issues and will provide support to government counterparts with the continued implementation of the Gender Action Plan.

In addition, s/he will provide technical advice for the Resident Coordinator, the UN Country Team inter-agency theme groups, to ensure that gender is effectively mainstreamed in their development work.

Under the guidance and direct supervision of the DRR and the ARR (Programmes), the Analyst will help to ensure that UNDP programmes integrate gender concerns and sensitivity in their approach to development, develop sufficient capacity in gender analysis and mainstreaming, and stay abreast of research and policy development. The Analyst will work closely with BiH Government counterparts to identify alternative gender policy options and to enhance the policy impact of UNDP interventions. This form of support will be particularly important in the context of UNDP BiH’s forthcoming activities, which will include support to the BiH Government with the development of a National Social Inclusion Strategy.

As gender equality is fully incorporated in UNDP’s core corporate services, the Analyst is also expected to play a strong advocacy role, internally and externally, for promotion of gender equality, empowerment of women and klix, conformity to key international covenants such as CEDAW, and pursuit of MDGs with a gender perspective.
